That dryer exhaust shall be conveyed to the outside of the building.
Each vertical riser shall be provided with a means for cleanout.
Exhaust ducts shall have a smooth interior finish.
Flexible duct connectors shall be metallic, not more than 6 feet in length.
Ducts cannot be connected with screws or other fasteners which will penetrate the duct and obstruct air flow.
The maximum duct length shall not exceed 25 feet.
Duct length is reduced for each 45 and 90 degree bend used.
The minimum diameter size shall be 4 inches
The duct shall be secured in place.
These requirements are for new or recent construction. Older building may have different codes in force. You may not meet the above requirements, but it may have been correct when constructed.
Your ductwork must inspected periodically and cleaned as needed. The connection from the dryer should be as short and solid as possible.
Longer pieces of flexible hose will allow lint to easily build-up.

Take the filter over to the sink, and ran hot water over it.
Use a mild detergent and soft brush to clean
If the hot water just sat on top of the screen it is because the dryer sheets leaves a waxy film and it builds up over the screen, and this STOPS the air FLOW! This leads to overheating and dryer fires
This is what causes 21,000 dryer fires in the US, and 10 deaths per year.
The best way to keep your dryer working for a very long time (and to keep your electric bill lower because your clothes will dry faster) is to clean that filter after every load, and wash it with hot soapy water with a soft brush every three months.
When I tested my dryer screen by running water on it, the water ran thru just a little bit and mostly collected the water on the mesh screen. I washed it with warm soapy water & a nylon brush. Then when I rinsed it the water ran right thru the screen!
